From a purely practical modelling standpoint, is there an easy way to do standard goblins with hand-weapons? The box set looks like it only has options for spears or bows...

Sure there is. 1st option: Scavenge bits. Primitive looking swords and such. 2nd option: Take the goblin bow arms, cut off one end of the bow, shape and sharpen the other end like a blade and you have a dagger. 3rd option: Use the spearheads as daggers.

I cut the spear tips off and used Dwarf Warrior weapons. Like axes and hammers and such.

Or, sharpening the ends of gobbo bows (after cutting them off) can make for a wicked set of horns for any orc helmet.

Just roll it thin, on a wet surface, the use a knife to carve it, rather than sculpting... Leaving it not too dry, but a bit may help...
As for hgt and the fine-paint-pen point, yeah, would work great. If using a brush for finer details:: Often people forget that when doing your painting, adding water to keep a decent viscosity (especially for finer details) is very important.
